PayPal Debit Card silently murdered

This morning all Canadians who previously enjoyed use of the PayPal Debit Mastercard recieved the following e-mail without notice (despite claims by PayPal they sent a notice out on March 16th).
Canadians can no longer enjoy instant use of funds due to decision by PayPal to cancel all existing debit cards for Canadians – regardless of card expiration date, good account standing, or long term loyalty.
